Why This Decision Carries Real Risk
The Stakes Are Higher Here
Choosing a developer for a Rwanda villa means trusting a company with a sum most buyers never spend in one go, often years before the finished product exists. The good operators build exactly what they promise. The bad ones leave behind half-finished shells, blown budgets, and land titles that were never properly checked.
The difference is not luck, it's due diligence. This guide walks through who actually does what, the warning signs worth walking away from, the paperwork to verify before you pay, and the questions that separate a real developer from a good salesperson. We build in Rwanda ourselves, so we know exactly where buyers get caught out.
Know Who You're Hiring
Agent vs Architect vs Builder vs Manager
In Rwanda these are often four different companies, and that's where the cracks appear. Each one can point at the others when something goes wrong.
Agent
Finding and shortlisting land or property — typically paid via: commission on sale price.
What to Watch For: No obligation to verify title, zoning, or construction quality
Architect
Design, drawings, and permit-ready plans — typically paid via: flat design fee or % of build cost.
What to Watch For: Not responsible for construction quality or timelines
Builder
Physical construction from foundation to handover — typically paid via: fixed-price contract or cost-plus billing.
What to Watch For: Vague contracts, no milestone payments, no warranty
Manager
Rental listing, guest service, and upkeep after handover — typically paid via: percentage per booking.
What to Watch For: No reporting on bookings, income, or maintenance spend
Ever Design designs, builds, and sells the villa itself, and Ever Retreat manages it afterwards, so all four roles stay with people you already know.
Walk Away If You See These
Red Flags to Watch For
Rwanda has no shortage of builders offering low prices. But underqualified operators, permit issues, and abandoned projects are common. Here is what to look for:
- !No Physical Office or Website. Always meet your developer in person. If they only operate online or avoid face-to-face meetings, walk away. We have offices in Kigali — walk in and meet the team.
- !Vague or Missing Permits. Ask for copies of building permits (RDC), zoning clearance, and title verification. A reputable developer provides these upfront. Our in-house legal team handles all permit acquisition.
- !No References or Completed Projects. Look for completed projects you can visit. Our showcase villas, B&P Ever Retreat Villa and Cottage at Lake Kivu, are completed projects you can see in person.
- !Unrealistic Timelines or Prices. If a quote is significantly below market rate, they're likely cutting corners. Our fixed-price contracts guarantee no surprises, with payments tied to real construction milestones.
Verify Before You Pay
Licences, Legal & Land Title
Most horror stories trace back to paperwork no one checked. Foreigners cannot hold freehold land title in Rwanda under personal name, but can legally secure land through leasehold agreements of up to 99 years, administered by the Rwanda Land Management and Use Authority (RMLA), or through a company structure registered with the Rwanda Development Board (RDB). Getting that structure right before you pay is the single biggest thing to verify.
Ask for copies of the building permit (RDC), zoning clearance, and title verification before any money moves — a reputable developer provides these upfront. Our in-house legal team handles title verification, zoning compliance, and all permit acquisition directly, rather than farming it out to a third party.

Your Biggest Off-Plan Fear
Paying Before It Exists
Buying off-plan means paying for a villa that doesn't exist yet. The real protection isn't a promise, it's the payment structure: your instalments should be tied to real construction milestones you can verify, not to fixed calendar dates.
Every Ever Design contract is fixed-price from the start. The figure you sign is the figure you pay, payments release against work you can see with weekly progress photo updates, and the team that builds your villa stays accountable after handover, while Ever Retreat manages it — so a defect gets fixed rather than argued over.

Why It Matters
One Team Beats a Fragmented Chain
Every handoff in a build is a place where something can break. A separate agent, architect, builder, and manager means four contracts and four parties who can blame each other when the villa is late, over budget, or built wrong.
Ever Design removes those seams. The same in-house team that designs your villa also builds it and sells it, with our own project managers overseeing every trade on site, and Ever Retreat manages it once it's complete. One company, one point of contact, for the whole build.
See how we structure that on our about page, or for landowners weighing a build, development partnerships.
How We De-Risk Your Build
Proof, Not Promises
The vetting questions above are the ones we built the company to answer. Here's what that looks like in practice.
One Company, Every Discipline
Architecture, construction, and legal sit in-house, with one team accountable for your villa from design to handover.
Rwandan-Owned and Accountable
A Rwanda-based team, transparent pricing, and a management team that answers to you directly, not through a chain of subcontractors.
Fixed-Price, Milestone Payments
The price is locked at signing. Payments release against real construction milestones you can verify, not against a calendar.
A Track Record You Can Visit
Completed showcase villas at Lake Kivu that you can walk through in person.
Rooted in Rwanda
A Rwandan-owned team with completed villas and developments across the country, not a company that appeared overnight to catch the off-plan wave.
Built, Then Managed
After handover, Ever Retreat runs your villa, from listing and guest service to maintenance, so accountability doesn't end at handover.
Developments You Can Vet Yourself
Real projects, available to see now. Walk through one before you decide.
